President Putin’s speech was supposed to become the pinnacle of the 10th Valdai meeting. Someone was quick to characterize it as a “triumphant benefit performance,” but it did not seem like one. The relaxed Putin positioned himself as a crowd-favorite and resembled an experienced master of ceremony a priori confident about his success.

Valdai Club Russian and foreign experts have said that Vladimir Putin’s statement about the possibility of running for president in 2018 was the most interesting, although not at all unexpected. Members of the Russian opposition, however, pointed to Putin’s words on protest movements in Russia and his promise to consider an amnesty for the Bolotnaya Square protesters.

During the Thursday session From Ideas to Policy, members of the Valdai Club discussed measures that could help Russia become a strong, competitive power in the next quarter century. They arrived at the conclusion that Russia should invest more in human resources than in powerful modern production and technology.
